Anant Welankar has recently joined the Bombay police force as a sub-inspector. It is not a job of his own choosing. His father, himself a policeman, a ruthless and brutal man who has always been a terror in his own home, insisted that his son followed his footsteps. Nevertheless, Welankar enters his new profession with a certain idealism and a naive sense of social duty, which leave him wide open to the frustrations inherent in the system within which he must operate. When Welankar arrests three of Rama Shetty's men for attacking a constable, Shetty, the leader of the local Mafia, a gambler and a rising politician, merely rings up the powers that be, to get his three companions released. Welankar, whose sense of righteousness is his source of strength, is outraged by the event. Shetty becomes for him the archetype of all evil that he must confront as a policeman. A victim of his father's violence at home, Welankar falls a prey to his own violence when he savagely beats up a gang of youths arrested for molesting women. In a crowded bus a man makes a pass at Welankar's girl-friend, Jyotsna. Welankar vents on the man all his pent up rage against his father's treatment of his submissive mother. His ungovernable temper nearly costs him his job, to save which he must take another step to entrench himself within the corrupt systemÑhelp from a "Delhi connection" to overlook his excesses. His immediate superior, Haider, gives him realistic advice. There is no point in fighting a criminal like Shetty who has powerful political connections, and controls a large portion of the votes in the district. Haider also points out to Welankar the fate of Lobo, once a police inspector, now disgraced into alcoholism and vagrancy. But Welankar will not learn. When one of Shetty's men is doused with kerosene and set on fire, armed with his deathbed declaration, Welankar goes to arrest Shetty on a murder charge. Shetty makes a phone call and Welankar is ordered to lay off. Unwilling to accept Haider's modes of compromise, Welankar takes to alcohol. Jyotsna is increasingly upset by his violence and drunkenness, and urges him to give up his job. Meanwhile Shetty stands for the local elections with the full support of the ruling party. On a routine encounter, Welankar traps a dacoit with great skill and courage, but the medal is awarded to a rival policeman. At the police station, the frustrated Welankar vents his fury on a petty thief accused of stealing a transistor. The man dies in custody. Welankar is suspended. Haider advises him to seek Shetty's support. But in Shetty's posh apartment, facing the criminal turned father of society, Welankar is consumed with shame and rage at his own cowardice. In a final act of protest and realizing that he has nothing left to lose, he kills Shetty and surrenders to the police.
